James is instrumental in leading the digital and technology transformation of the Driver and Vehicle Standards Agency. His three-year journey has seen the agency move from inflexible legacy outsource contracts to agile continuously delivered services.

James introduced agile ways of working, built significant internal capability and is changing the culture of IT to support a continuous improvement mindset. James has developed new governance processes and the introduction of a product-based business architecture, scaling agile out from IT across the organisation, enabling change driven from business product manager owned backlogs.

Within his first year at the DVSA, James led the transition of the national MOT system, now cited as one of the top 20 digital projects across government. Launched in September 2015, the service was transformed from an outdated legacy service, to a modern, public cloud hosted, digital platform. New public services have been added including MOT History and MOT Reminders.

James continues to lead a major digital modernisation for DVSA’s other business services, including vehicle operator licensing, commercial vehicle MOT testing, commercial vehicle enforcement, national driving tests and driving theory tests. These include internally developed apps, use of machine learning for enforcement activity and hosting at scale on public cloud.

James joined the Driver and Vehicle Standards Agency (DVSA) in 2015 as Director of Digital Services and Technology, having previously held IT Director positions at UCAS and Unite Group.
